Yes, there is. A die can be measured and weighed to see if it has all the proper dimensions and weight distribution. If it haz that then it is a fair die.

Would they accept such a determination of fairness made solely on the outcome of trials rather than the construction of the die?No, the outcome of trials is used to verify the measurements. Why would you want to limit yourself? If you had to use one you go with the dimensions, weight distribution and perhaps composition via x-ray.
